Please note that, in recent years, the ministry has used a two-year averaging process in finalizing the AYMs to mitigate the effects on property assessments of significant changes in the costs of constructing property.  The proposed 2007 AYMs (“schedule B” factor in the Minister’s Guidelines) reflect all construction cost change “residuals” from the previous year (2006).  In other words, the proposed 2007 AYMs are different than what would result from just the year-to-year cost changes.
