Municipal Services and Legislation

The Municipal Services and Legislation Division works with municipalities and their associations to strengthen the capacity and viability of municipalities, and to ensure that Albertans are served by responsive, collaborative, accountable, and well-managed local governments.

Strategic Policy and Planning Branch

The Strategic Policy and Planning Branch (SPP) is responsible for providing proactive, creative and sound policy, planning and legislative advice to support the objectives of the Municipal Services and Legislation Division and Municipal Affairs. In order to achieve this, the SPP branch provides strategic advice related to the development and implementation of changes necessary to address key planning issues faced by Alberta municipalities. This includes support and input into planning issues such as the land use framework, regional growth plans and regional partnerships. The branch also provides strategic policy development on broad suite of critical Ministry activities, including the development of City Charters and Growth Management Boards, in addition to providing key stakeholder and legislative support on these and other activities. In addition, the branch captures and analyzes an extensive suite of stakeholder information to better develop policy options and appropriate interventions for municipalities.

The SPP Branch has two units: Planning and Strategic Policy.

Municipal Capacity and Sustainability Branch

The Municipal Capacity and Sustainability Branch (MCS) facilitates responsive, accountable and transparent local government in Alberta communities by helping to build municipal capacity, by supporting intermunicipal collaboration and innovation, and by implementing the Government of Alberta’s Municipal Sustainability Strategy. The MCS Branch helps build municipal capacity through advisory support in areas such as governance, finance, administration, local government elections, regional services, and intermunicipal relations. It provides training and internship programs and other supports that help municipalities operate effectively and efficiently. The Branch also supports municipal viability through the Municipal Sustainability Strategy; facilitates processes associated with voluntary restructuring; coordinates changes to regional services commission regulations; and undertakes municipal reviews and inspections at the request of councils or in response to electors’ petitions.

The MSC Branch has two units: Capacity Building and Municipal Sustainability.

Divisional Services / Assistant Deputy Minister’s Office

Divisional Services supports the Strategic Policy and Planning Branch and the Municipal Capacity and Sustainability Branch in assisting municipalities to meet their mandate of providing accountable and effective local governance to Albertans. The business area also provides limited targeted support to the Special Areas Board in ensuring cost effective and responsive local government services for the Special Areas.

This support for the MSL division is provided through a variety of activities, including participating in the development and implementation of major policy initiatives within MSL, across the ministry and comprehensively throughout the GOA; developing, implementing and interpreting strategic direction for MSL through the assessment of emerging issues and subsequent management of divisional responses; and providing strategic advice and coordination for the division’s contributions to corporate programs and policies.

Divisional Services also provides central administrative support services to the division including such functions as reception, AR processing, accounts payable, IT coordination, and accommodation requirements.
