Housing Programs
Housing Services ensures that provincially owned and/or supported housing is effectively managed and provided through local housing providers, non-profit organizations, and municipalities, and in accordance with the Alberta Housing Act. It also manages the assets of the Alberta Social Housing Corporation (ASHC). These services are delivered through four branches:
The Housing Development Program Delivery (HDPD) Branch
- supports the recommendations of the Affordable Housing Task Force through the administration and delivery of new capital funding initiatives;
- administers available funds under the Affordable Housing Trust and Aboriginal Housing Trust;
- administers funds under the Homeless Partnership Initiative for emergency/transitional shelters to the seven major community-based organizations;
- operates Gunn Centre;
- facilitates and advises on the delivery of the Outreach Services pilot in the seven major municipalities;
- responsible for the disposal of ASHC assets and for management of a direct managed portfolio; and
- provides advisory and facilitation services for the management of the housing portfolio in the Regional Municipality of Wood Buffalo.
The Housing Operating Program Delivery (HOPD) Branch
- supports the recommendations of the Affordable Housing Task Force through the administration of new rent supplement funding directly to individuals in core need;
- assists local governments, not-for-profit and private sector organizations in providing affordable and appropriate housing options for low-income earners and persons with special needs;
- administers operating and capital funding;
- administering ministry-owned and administered properties for the provision of low-income housing accommodation;
- delivering information, advice and referral services on tenancy, maintenance and security for residents in lower-income housing;
- administers housing grant programs of the ASHC;
- provides central support services to the Housing Services Division, including the financial administration of the Housing Division; and
- delivers advisory services for Alberta Seniors and Community Supports for the seniors self-contained and lodge programs.
The Housing Services South (HSS) Branch
- supports the recommendations of the Affordable Housing Task Force by ensuring quick release of suitable crown lands and ensure ongoing access to affordable land;
- responsible for supporting housing programs in southern Alberta;
- assists local government, not-for-profit and private sector organizations, developers and the public at large in providing affordable and appropriate housing options for low-income earners, persons with special needs and homeless persons;
- assists in the disbursement of available lands from the ASHC's land holdings; and
- delivers advisory services for Alberta Seniors and Community Supports for the seniors self-contained and lodge programs.
The Strategic Planning and Research (SP&R) Branch
- supports the recommendations of the Affordable Housing Task Force by working with other branches, other divisions within the Ministry, and other ministries;
- conducts policy-related research, analysis, advice, and implementation;
- co-ordinates the division’s legislation development, business planning, and reporting requirements for all housing programs;
- input into decisions and planning activities for the division, taking the lead, where appropriate, to ensure the delivery of the required results;
- oversees the development, implementation, and maintenance of policy and legislative frameworks by developing timely and proactive policy responses and legislative amendments to current and emerging housing issues and trends.
- oversees a comprehensive system of responding to urgent and emergent issues through correspondence relating to action requests; information requests from the public, other departments, and constituency offices; and requests received via the Housing and Alberta Connects websites; and
- manages ministerial orders for the division, and supports the development, provision, and ongoing management of housing programs.
